This Supervisory Realty Specialist position is located in the Real Estate Management Division, Enterprise Support, Security and Administrative Services (SAS), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will supervise a team of Realty Specialists who direct, implement, coordinate, and oversee a national real estate program requiring a wide range of management support principles, processes and systems. Typical duties include but are not limited to:
Providing oversight of the Direct Leasing Branch including managing the entire portfolio of TSA leases. Providing direction to a team and working with liaisons responsible for overseeing the facilities covered by the leases while addressing their needs. Providing solutions to problems and issues raised by liaisons; examining leases to see what resources are provided while seeking approved resources by the Branch Manager. Developing short and long-term goals, program objectives, policies, procedures and guidelines for the Direct Leasing Branch of the Real Estate Management Division. Participating in the development and implementation of new or modified guidelines, work processes, and business operations in order to maintain and improve the effectiveness and efficiency of TSA real estate programs. Implementing goals provided by OMB concerning initiatives such as Freeze the Footprint (FtF). Communicating TSA's position on real estate issues to internal and external stakeholders, customers and government officials. Providing advice and guidance on the application of real estate policies and procedures, and representing the Direct Leasing Branch and the Division of Real Estate Management. Conducting special real estate projects and complex analyses requiring a comprehensive knowledge of program management. Supervisory/Managerial duties include serving as a first line supervisor for the organization. This includes but is not limited to:
assigning work, setting priorities, and reviewing and evaluating work and performance of subordinates; approving leave; coaching and developing employees; recommending corrective or disciplinary actions; assisting in budget planning and projecting short-term needs; managing projects within assigned resources; resolving routine problems that typically impact the objectives of the organizational unit; when required, coordinating with customers outside the immediate organization. It is anticipated that all TSA Headquarters personnel within the Washington, DC metropolitan area will begin relocating to Springfield, Virginia beginning Summer 2020. If you are selected for a Headquarters position currently located in this region, your duty location will change due to the TSA Headquarters Consolidation Plan. To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:
Applying real estate project management in a customer service and/or vendor management environment to gather, analyze and assess information and data; and Identifying operational and management problems of federal real estate programs. Note:
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
